UPDATE ON NORTH NATOMAS LIBRARY CONSTRUCTION

Dear Library Supporter,
 
I want to once again thank you for your library project advocacy and provide you with a couple of important updates on the library funding.  First, I am pleased to inform you that the North Natomas Library project will continue to completion without delay.  Also, it will not be necessary to go to the City Council for approval of an interim loan on April 7.
 
As you know, the library faced a cash flow shortage as a result of the State halting over $7 million in funding for the project due to State's inability to issue bonds.  An interim loan from the North Natomas Public Facilities Fund was under consideration to cover the cash flow problem.  As I noted in my last email, this was to go to the City Council on April 7.  However, that is no longer necessary, as the City is pursuing a new option being offered by the State.  Under this new option, municipalities with pending state funded projects can purchase bonds with pension funds under what is called a private placement.  Proceeds of the bond sale would fund projects in the municipality that purchased the bonds.  Additionally, we have seen favorable developments in the bond market.  The State had a bond sale last week that went better than expected.   This could result in the State issuing additional bonds that would speed the delivery of the $7 million library grant to the City. 
 
In the event one of the above options does not occur within the time frame needed, staff will pursue an interim loan for the library through the Public Transit Fund.  The Public Transit funds are not needed for transit facilities for several years into and would be fully paid back with interest within the time frame needed.  If the interim loan is necessary, it would be presented to the City Council for approval in June 2009.   In that event, we will send a notice of this meeting to all those who have inquired.

9/12/08

I stopped by the construction site today to take some quick snapshot of the construction site and met Vicki Vicki Capozziello who suited me up in a hard hat and orange vest and I went out to meet the guys from Gray construction who were beginning the end fill on the site.

I recently mentioned on our HOME page that the construction had been held up by a challenge to the bid for the new library construction. I am happy to say that the challenge was found to be without merit, and that construction will begin on Monday, June 30th. You may have already seen fencing, trailers and equipment that has been off-loaded at the site. I will be posting a series of photos of the construction area to keep you up-to-date on the construction. So, check back at least once a month for brief updates.

The uncertainty over the Governor's Budget and the findings of the Army Corps of Engineers regarding the condition of the levees has us all on tenterhooks. There is also a lot of gossip out there regarding the construction of our new library. The construction of the library continues to proceed and the city has gone out to bid on the project (the bids are due back on February 27th). Anne Marie Gold has verified that the project is on track, that the groundbreaking ceremony will indeed be held on April 3rd, and that SPL will be placing a link on their website to keep the community updated on the project's progression. I contacted the "Art in Public Places" consultant, Diana Walker-Smith, regarding the works of art that will be placed in our new Library. Diana graciously shared maquettes of the coming works of art. Below is the note that accompanied the maquettes:

Dear Nancy,

There will be 3 works of art for the No. Natomas Library.  The works will be created by Ray Gonzales, James Piskoti, and Joe Scarpa.  Ray will be doing 2 ceramic tile murals, one for each restroom.  They will be entitled "Surfing the Stacks."  James Piskoti will be doing several pieces outside the children's reading room.  the pieces are entitled "Reading is an Adventure."  Joe Scarpa will be doing an exterior piece for the corner entitled "Author's of our Own Destiny."  I have attached maquettes of the artists' work.  These maquettes are scaled-down versions of what is being proposed.  In the case of Joe Scarpa, the eye is not in proportion to the scale of the book; if it were, you could not see the detail.

When so many other library systems are closing their branches or limiting the days that they libraries are open, we are certainly blessed to have such a vibrant growth occuring in our library system.
